Full trust and thanks will be given in each state to the general acts, reports, and court actions of every other state. And the Congress may be general laws lay down the manner in which such acts, reports and actions will be proved and the effect thereof.
Section 2- State Citizens, Extradition
All the people of every state will be free to all of the rights and immunities of the people in all of the different states. A person that is charged with the cause of trying to overthrow the government of the country and betrayal, crime, or another wrong act, and who will run away from fairness, and when they are found in another one of the states, will be asked of the management power of the state from where the person ran away from, be given up, to be taken away to the state having the power of the wrongdoing.
Section 3- New States
New States are allowed to be added to the country by the Congress, but New States are not allowed to be arranged or put together by the power of another state; but any State by arranged by the citizens of two or more States or parts of States, without the agreement of the Government Body of the States concerned as well as of the Congress.
The Congress should have power to throw away and make all needful Rules and Regulations respecting the Lands or other Property belonging to the United States; and nothing in this Constitution should have opinion as to Prejudice, any claims of the United States, or of any particular State.
Section 4- Republican Government
The United States should agree to every state in this Country a Republican. Form of Government, and should protect each of them against invasion; and on management of the government body or of the controlling (when the government body cannot be assembled) against calm violence.
Section 5- Amendments The Congress
Whenever two thirds of both of the Houses will think it required, they will offer Amendments to the Constitution, or on the Application of the Legislatures of tow thirds of the bunch of states, will be called on a Convention for offering Amendments, which, in both cases will be official to all purposes, as a part of the Constitution, when three fourths of the states approve the Legislatures, or by the Conventions in which three fourths approve, as the one or the other Mode of approval made by the Congress; Given the no changes will be made before the Year One thousand eight hundred and eight will be in any way change the first and fourth phrases in the ninth section of the first Article; that none of the states will not be given its full rights in the senate.
Section 6- Debts, Supremacy, Oaths
Any type contract that people made before the constitution was ratified remains in force and people have to stick by those contracts and agreements. This is the top law and everyone has to follow it, the judges, the authority and the supreme law. Any treaties or other documents must follow this no matter what. The Senators, Representatives, members of the several State Legislatures, and all executive and judicial Officers have to take an oath and agree to follow all of the rules of the constitution, and anyone who would qualify to office or public trust would have to take a religious test.

The Constitution came to be because nine states were able to agree and come together to ratify the Constitution of the United States of America.
